The Park's development will continue in phases over the next 30 years (see images below). Development over the next  10 years will focus on creating early interventions and public access at North Park and South Park. The first major construction will be built in North Park.  The landfills at East Park and West Park are currently undergoing landfill capping. Development on those mounds will follow the safe and effective landfill closure and land reclamation techniques.

Alternative energy resources and ecological demonstration projects will be incorporated into the phasing plan.
