Site Description The Arthur Kill Generating Station is an active steam-electric generating facility located at 4401 Victory Blvd in Staten Island, NYC. The site of the station occupies 15 acres along the eastern bank of the Arthur Kill waterway. On September 7, 1998, a transformer on the property leaked and approximately 2,200 gallons of fluid was released from the transformer and its ancillary components. The fluid, which contained transformer oil/mineral oil, PCBs and trichlorobenzene, flowed into a wetland at the west end of the site and to the Arthur Kill. Con Edison performed activities to remove contaminated soils, concrete and asphalt from upland areas of the generating station property, and performed cleaning activities to remove PCBs from impacted surfaces. Further investigation and remediation of the wetland areas was deemed necessary, but was delayed. A Remedial Investigation for the waterfront occurred in August 2000 and a comprehensive RI/FS report was completed in June 2001 and approved in December 2001. The Proposed Remedial Action Plan (PRAP) was presented to the public in December 2002. The ROD, signed in March 2003, calls for the excavation and off-site disposal of approximately 2,280 cubic yards of contaminated sediment and soil. A Pre-Remedial Design Investigation (PRDI) was approved on March 16, 2006. The purpose of this investigation was to better define the vertical extent of PCB contamination of the site and also provide geotechnical and survey information for development and implementation of the remedial design. The investigation activities were completed on July 6, 2006 and the PRDI Report was submitted on September 7, 2006. It contained analytical results of geotechnical and environmental samples along with proposed remedial alternatives for removing PCB contaminated sediment and soil. The report was approved on October 26, 2006. A RAWP was submitted on December 20, 2006 and was approved on February 9, 2007. The final Remedial Design (100% RD) was submitted in November 2007 and approved on February 19, 2008. An approved contractor has been awarded the contract by Con Edison. The contractor mobilized on September 2, 2008 and commenced excavation activities on October 1, 2008. All excavation, dredging, backfilling, topsoil and erosion control matting placement, and seeding has been completed. Fencing and pavement repair has also been completed. Seeding of the spartina within the coconut fiber matting will be done in spring. The wave attenuation system remains in place.
Site Environmental Assessment Sample analysis has revealed that areas of the site in the water front area contain high concentrations of PCBs in soil and sediment. A significant threat to the environment exists. The objectives of the the remediation of Operable Unit 2 (OU-2) include: 1) Remove sediments/soils contaminated with PCBs at concentrations above 1 ppm within the designated area; 2) Restore and protect the shoreline and wetland areas following remediation; 3) Manage construction water during remediation nactivities. Discharge treated construction water to the Arthue Kill waterway in accordance with SPDES permit equivalent; 4) Protect the existing site structures during remedial construction; a wave attenuation/silt curtain hybrid system will be used as the surface water containment/sediment resuspension control system for the remediation. Mechanical excavation and dredging will be used to remove the PCB-impacted soils and sediments. All activities associated with the remediation were completed by December 2008. Planting of spartina within the coconut fiber matting will be done during the spring.
Site Health Assessment On September 7, 1998, a transformer explosion and fire at the site caused the release of an estimated 2,300 gallons of PCB-containing dielectric fluid and resulted in the contamination of the surrounding soils and asphalt. PCBs entered into the facility's cooling water discharge canal and were discharged offshore into the adjacent Arthur Kill. The potential for direct contact exposure with contaminated soils and asphalt has been abated following the excavation and removal of these affected media. PCB-contaminated sediment was removed from the cooling water discharge canal, thereby eliminating a potential continuing source of PCB release to the surface water. Community exposure to contaminated sediments in the adjacent wetlands is unlikely as access to the site is restricted to facility personnel. A remedy has been selected to excavate and remove the remaining PCB-contaminated soil and sediment.
