The site is 35 acres in size and is comprised of two parcels consisting of abandoned Liquid Carbonic Property and a portion of Con Edison property. Both properties were contaminated with lime sludge, acetylene tanks, metals, PAHs, PCBs, dredged materials and petroleum products. All hazardous waste materials were excavated and shipped off-site for disposal. The area was initially developed from vacant, partially filled land in 1947. Original power plant was coal fired with #6 fuel oil. Fill materials were placed across the site during construction activities performed between 1947 and 1966. The site was filled with imported fill and ash from the original power plant. Some of areas were filled with the overflow from lagoons from Liquid Carbonic property. A parcel of industrial land known as Liquid Carbonic property was abandoned in late 1980s. Visy Paper is a local affiliate of Pratt Industries, which is an Australian Corporation with worldwide facilities. In 1995, Visy Paper proposed construction of a state-of-the-art waste paper facility at a brownfield site along Staten Island’s west shore. The process would turn waste paper, including newspaper, office paper and corrugated cardboard into liner board for cardboard boxes. Pratt industries took over the Liquid Carbonic property as well as a portion of the Con Edison Generating station and developed into a paper recycling facility known as Visy Paper. Liquid Carbonic removed all the machinery and abandoned the property. The property had one building and many lagoons. Two lagoons were found to contain large quantities of lime sludge. The building had two drain pipes going into the soil. Waste stream was disposed on the property. Waste included many cylinders buried in a haphazard manner. Site was remediated for PCBs, Lead, PAHs and SVOC. Visy paper is in operation (since 1996).

Property has been remediated and is being operated as a waste paper recycler.
